Why does it feel like every Toxic player I run into thinks there are no consequences?

Title. Had a game today where I had a player from champion select completely ignore the fact that I would report him for him trolling in our game. My question is why do reports feel so meaningless and why was the direct reporting to Riot support taken away? Why am I not able to report someone during champ select? I'm also wondering if the end game chat is even recorded? Thanks for reading this ! Remove the links or hide the player names, public humiliation or whatever you would consider this isn't allowed because a player has only done wrong once Riot determines so, until then all you're doing now is publicly bashing the "troll".

I don't believe pre/post game chat is recorded or considered, but it should be. I've come across countless players who are only toxic in pre/post game chat because they believe/know that it's not recorded or considered. Riot support probably doesn't review things such as this because they get overwhelmed and it costs a lot of time and money, it's much more cost effective to program an automated system. If it doesn't check pre/post game chat, then I've no idea why they've not expanded it.

Blame the lack of feedback from Riot

We only receive a notification about a player being punished if we report in the last match before punishment.

If a troll play 10 matches before being punished, only 10% of the players that played with this troll will be noticed that justice happened. If he play 20 matches, this number decreases to ONLY 5% !!!
