Pre-Game Toxicity and Champion Select problems

I just encountered a horrible pre-made group in blind pick. I have a pretty good internet connection and get to type in my role first. Usually I just pick Jungle, but a lot of the times I get to see everyone frantically grab at mid. Usually it's not so bad, but this group loads in late and one of them auto-locks Talon mid. I had already called jungle, and someone had called mid. The other three people try to tell him that was a scummy thing to do.

His retort is to say "Mid or jungle Talon, your choice". All the while his friend is constantly demeaning everyone and they are both insulting the entire group. There is literally nothing we can do to prevent this behavior. We are already fighting before the game has begun due to their behavior and I really don't want to subjugate myself to 30+ minutes of a bad game.

On top of this he can do this as much as he wants. I ended up dodging and accepting the 5:30 minute penalty, but he gets to go to his next game right away and do this all over again. Unless one wants to sit through an entire 30+ minutes just to report this person, there isn't much we can do. People who don't want to be subject to that behavior are punished for leaving a bad situation.

I tried to look up his name to file some sort of ticket or figure out if there is anything at all I can do to report this person, but they didn't even show up in my recently played list.

Sorry for the spammy thread, this is just extremely frustrating when you are subject to someones bad behavior and are punished for trying to escape the situation. I would love to have some sort of system to help someone dodge a queue or report someone pre-game for bad behavior.
