Can I request a permanent mute on my account?
Pretty much struggle to close my mouth during the pre 30 normal games grind (aka trolls everywhere)... Several accs perma banned. Just tired of starting over... Is this possible?

You can permanently do this yourself, rebind your enter Key, or other suggestions I hope you don't need ;)
remove your enter key while playing league if you can't rebind it.

You can request it, sure. Now, whether or not your request will be approved is an entirely separate matter. But you certainly may request it if that sorta thing tickles your fancy.

Yes, you can do it many ways. If you want to not "read" others that chat during game you have that option. If you want to restrict yourself from chatting during the games? You have that option, in a few different ways.
I take umbrage that you, Anyone Not just You >ay slashmuteall : Everyone can do this, need I repeat how to? Riot does not, nor should they have to do it for you other then a punishment because of the rules.
I do understand getting upset yet you don't seem to want to fix things on your side. Did you say you had several accounts perma banned ?? You did! Do you mean it, and why should you not have learned from that?
But Like, a lot of players I'd say if you really wanted to stop doing this then Just Do IT !

Another thought is How many people have been affected negatively by this very concept ? I'm all for starting another account as I have and my friends have many alt. accounts, problem is we don't do it because we were punished and had to only because we wanted to.

there are some programs that can do that. ask riot if any of them are legal though
