Why do people always tell /all to report teammates?

In almost everygame I play I get people who say to report someone in /all chat. But before and after they say to report someone they'll insult them and call them abusive names... Like everytime and it's like how are you going to tell everyone to report someone when you just broke the TOS? I see this almost every ranked match I am in. Also saying to "Report" someone is also breaking TOS.

Because riot hasn't gotten rid of report weight and even if multiple reports dont count. It still increases the likelihood of the toxic douche being hit by a weighted reporter. And therefore more likely to get banned

cos back in the days there was a report option "unskilled player". Which did nothing other than a venting tool.

people carry that mindset over and want to blame everyone (instead of themselves).

I guess they want the reports to matter. So if multiple people report the guy, instead of just one , there's a larger chance hell be punished

They are idiots who don't actually know how the report system works.

IIRC, reports are counted per game. There is no difference between 1 and 9 reports within a game as far as the system is concerned.

the way reports work is such a mystery because riot keeps it a big secret. but i have heard if you report a lot then your reports are not worth as much. in that case you need to get others to report someone so it will work better.
