Time bans after dodging in Normal Queue (Blind Pick)

Dear Rioters, I'm very disapointed with how you distribute time bans after dodging a Normal Queue Game after champ select but before loading into the game. I've seen many people (and I mean MANY), not respect the first come/first serve rule that has established itself over time (I guess). Anyway, the problem is that this dodging is often done by players who have seen their lane taken away by some random dude who has no respect towards other players. However, these players are the ones banned bcs of dodging, and not those instalockers for what they've done wrong. This type of dodging is often done to avoid games that have a very high chance of being a loss or even a stomp bcs someone instalocked and there's now suddenly two guys in mid. Rather than directly pointing the finger towards those who try to avoid the fate that has been put on them by others, On one hand, I'm sure many of us would appreciate it if you'd increase your "police" activity in champ select chat, identifying who was really first to call a lane and who should be punished for instalocking, or at least reduce time bans for players who try to get out of a bad situation like the one I've mentioned above; but on the other hand I'd understand if you'd decide not to do that bcs, after all, it's Normal Queue with Blind Pick and the investment might not be worth it.
