Is reporting a player even worth the time?(FIXED)

We all agree that sometimes we can tilt and get salty over a game, but there has to be some limits no? When a player steps over the line we proceed to report him under whatever circumstances the player'r behavior falls into. I think that usually, toxic players will always be toxic players, leading into a series of reports on that account. But when I see things like the image I attached, it makes me think if reporting the user ever works. Being this aggressive over a simple comment can't be this user's first time. I'd like to think that he might have gotten several reports already but maybe the reporting system isn't working as it to currently is. How can we stop users like this one being a part of the League Community? How can we ensure that this type of behavior will stop?

First of all terrible grammar so he's mostly likely in high school still. The age when men become more competitive when they are going into adulthood 17-22. Everything takes time. He may have just begun being toxic, or it might be his last legs. If a system were to ban instantly for the smallest bit of toxicity even I would admit that would be a little unfair.

just sayin' they may not act on it, but it's still considered a crime to utter such nonsense in public like that. even if it's just a game.
