What do you do when you're about to report someone and the game kicks you out due to maintenance? I'm hesitant to report him to Riot Support due to the fact that he wasn't toxic in chat, but he intentionally ruined the game because he did not get to play Zoe and in doing so ruined our game for 19 minutes. In which he would click No to the early surrender. Before when I've brought this up I've been told " if you ever come across an unfavorable situation in champ select, I'd recommend that you utilize your first dodge of the day. This only results in a -3 LP loss and a 6 minute wait timer rather than having to play a 20-40 minute game and losing way more LP." Should I even go through the trouble of reporting someone who most likely won't even receive any warnings?

Regardless of if they receive a warning or punishment based on this one game, it certainly will (if confirmed) factor into future cases/reports against them. Most behavior is not punished on one offense in League save for egregious cases of toxicity, intentional feeding, or trolling. However, if they are "light trolling" or trying to avoid the system, that is certainly something Riot tracks and will reference for future reports against them. I would recommend, for this reason, you report them to support who can investigate it and take appropriate action - even if that action is "put a flag on the account but don't punish right now".
