Unless the permaban was in error, no there is not.

There are multiple reasons for a perma though, and certain ones are to either protect the account or force the person to contact player support.

Not getting it back if: -behaviour related -account banned due to being bought and leveled previously by scripters

Get back through player support if: -chargeback issue -compromised account
