I had at least 10 clean games on record with no leaves or disconnects, but my internet breaks down on one game, and suddenly I have to wait 20 minutes before I can que? You're supposed to get the 5 minute first, right? And it's supposed to take 2-3 games to get even that. Why do I have a 20 minute leavebuster for one disconnect?
You dont. You have it for a history of leaving, disconnecting and afking.
LeaverBuster takes hundreds of games into account, not just your last 10-20. How many games would you say you've left (on purpose or accidentally) over your last 100 games?
I haven't left, disconnected, or afk'ed once except for that last game in my last 20 games . . . Probably longer, I'm looking through my match history now. . .
Same thing just happened to me. I have a disconnect due to a power outage 20 games ago. And one due to a client crash 30 minutes ago. Now LPQ'd.
Both of those are out of my control. Both times I reconnected and continued to play the game as best I could. Riot just prefers to automate things instead of hiring real people to review reports. Frankly I think I'm about ready to try Dota 2. I'm 30 and frankly I don't think I'm cool with a video game company forcing me to take a "time out." My time is more valuable than that.

Well let's round up to 1 out of 10... that's 10% leave rate, that's high enough for punishment... I wish I could get a statistic for my leave rate, it'd be like 0.1% of my matches are me leaving.
Back 70-80 games ago I had a few DC's because the internet at my college is unreliable, so I've stopped playing league there because of all the disconnects. I assume those disconnects are the reason I'm getting the 20 minute. But still, that was over 70 games ago. I have things to do, I'm not going to sit at my computer for 20 minutes just so I can que to play a free online game.
