No. Your friend had numerous opportunities to reform prior to be permanently banned. Riot only removes permanent bans if it was in error. Your friend should have reformed earlier if he wanted to save account.

As Aero Waffle stated, if it's an error done by Riot, they may reverse it. You need to post his chat logs here for identification first.
