Theres way too many trolls in this game and nothing ever happens to them

I really wanna keep playing this game and i have been for a few years around about now and its becoming more apparent that trolls rule the low tier ranked now. I was in Silver 3 now I have reached the part where the game is generous to not demote me back to bronze ( Demotion Guard ) all because just about every game i have someone that just flat out trolls the game away and never gets punished for it. Like my last game i just played, I was doing fine being 3/1 as Gragas in jg and then our ADC Xayah is inting, recalling as soon as she gets to lane, not participating in team fights. Its just flat out tilting and it ruins the sportsmanship of this game. I shouldn't have to play ranked and gamble with chances to not have a troll on my team that's just not why i play ranked.
