Ping spike hack?

I have taken the following steps to reduce my ping to a steady 25ms during games: Ethernet Cable Deleted Skype Task Manager Priotiry Upgrade to LOL Multiple virus scans

However, during certain games (happens much more in ranked) my ping will shoot up to ~200ms or I will get disconnected during a crucial moment like the first team fight or gank. Once, the LOL game window closed completely, leaving me with the client and the reconnect button.

This is usually accompanied with toxicity from the other team and sometimes a scripter. I want to ask if you are aware of hackers being able to spike a player's ping?

This is a huge problem as a single death in a close game can result in a loss.
