It happens, I got trolled and then double trolled by riot. I ended up having 2 games in a row with trolls and 1 of the trolls who I reported after the first game was on my team in the 2nd game too. Unfortunately I had an adc (I was support) who kept question marking pinging me whenever she got pulled by the blitz hook and of course our jungler was trolling this game as he did the last. I yelled at both of them, and they both reported me and now I have a chat restriction from riot for telling people to stop trolling and telling my MF that question mark pinging me won't help her dodge blitz hooks.
Long story short, riot doesn't care about trolling, they only care if you're flaming or negative attitude. I was actually shocked about this chat restriction so I went on the online chat for support and asked them and they basically said they can't tell me if anything happened to the trolls but since I was telling them to stop trolling all game instead of just ignoring it, that I was being punished.
TL;DR Riot doesn't care about trolls, feel free to go troll as long as you're polite.
