Ineligible to earn loot for past mistakes...?

So, I had gotten a 10-game chat restriction, my first and only punishment, on May 21st, 2016 (if the year even matters), and had gone through all of them throughout the next few days after I had received it. I admit, I was a very toxic person a few months ago, and I did deserve that punishment, but I DID also change. Not to sound conceited or anything, but I HAVE been acting fairly kind for a while, with a positive attitude, congratulating players, etc...yet I am somehow still ineligible to earn loot? It has been almost two months.

I know in the Riot Games official FAQ it states that I would enter a reform period to improve my behavior, and once I have I would start earning loot again. Well, I did improve, but I still get this frustrating message after every game.

Does anyone else have this problem? And why do we have to be punished for past mistakes in the first place, especially even after improving our behavior? We shouldn't be deprived of rewards we earn because of a past mistake we have made, which we regret anyways. Share your opinions in the comments I guess.

UPDATE: I have just received my first chest after the restriction. Almost two months later. I hope this can be of some help to other people about the time frame it takes, although it varies as I have heard from various sources.

Restriction date: May 21st Board post date: July 16th Loot received again: July 17th

you don't get punished for past mistakes

you just don't get rewarded because you made mistakes.

thats a big difference, there is no punishment in not recieving something for free.

You knew this was going to happen when you were a toxic person to your teammates, now deal with the consequenses of your actions.

cos you haven't showed reform yet.

go play 40 games without being validly reported and you'll get it back.

if you get validly reported, it'll extend your sentence.
