Accounts below level 30 and how to handle trolling

I recently was suspended 14 days for going back and forth arguing with a troll in a game (Plus a game where I lost connection). I'm like level 13 or something. I'm wondering why I get 1-2 trolls every game despite riots clear 0 tolerance for trolling. I get feeders, afk's, and 13 year olds who just learned how to swear.

I understand this is the pre ranked scene and the world doesn't care about accounts under level 30. Could we please implement measures to counteract this? If not i'm sure i'm not alone in saying i'll switch back to exclusively playing DOTA.

Possible Measures: For Neg attitude 1 game with 3+ reports = warning 2game with 3+ reports = chat ban 5 games within a 2 week span of 3+ reports = 2 week account suspension with link to improve positivity in game.

For Verbal, Afk, Int, Racism 1 game with 3+ reports = immediate notice that you are being reviewed, and upon admin reviewing a 20 game chat ban 2 games with 3+ reports = immediate notice that you are being reviewed, 2 week account suspension with link to improve positivity in game. 5 games within a 2 week span of 3+ reports = Immediate notice that you are being reviewed to have your account permanently banned. To counteract this decision you must log 50 consecutive games where you are not reported (for legitimate reasons).

For scripting 1 game with 3+ reports = immediate notice that you are being reviewed, and upon admin reviewing a 2 week account suspension If you have ever been suspended before for scripting, your second game with 3+ reports will be a permanent ban on that account without warning.

If RIOT were to push something like this into their tribunal auto ban system I would consider sticking around. I'm tired of the players who play purely for the sake of trolling.
