I only add people to either compliment them or give advice (like fix your rune page, don't build 5 attack speed items, etc).

compliment them in the post-game and be done. Also, it's really condescending to get unsolicited advice after a game, especially when you add them to give it to them and you're bronze yourself. Get to a respectable elo and become a coach if you want to give advice and have it followed, and if you want to compliment people, say gj after a good play in-game and congratulate post-game. Friend request them only if you intend to queue up with them in the future, it's the whole point of the system. When someone adds another person post-game and no one did well or they were flaming during game or post-game, why would you accept it? You know you're going to continue to be flamed and now you can't report them for it since you pretty much just asked for it.

Your logic for not accepting the request is sound. But me personally, I'm curious as to why they added me and not bothered by getting raged at by some stupid kid. Which has yet to happen anyway.

Recently, within the past two weeks, I had a really unfortunate queue. Gold 5 ADC, me stuck on support, and a bunch of last season Bronzies. He did really well, with little to no help from me. He made it close but you can't really expect to 1v5. I added afterwards, apologized for my shit bard, and said he impressed me. He was nice about it. I was glad I did it.

When giving unsolicited advice you're always running the risk. If someone wants help they'll ask for it, some players just want to dick around and have fun. At low levels it doesn't really matter. Trying to grasp meta and lane mechanics is too much to focus on when someone's also trying to figure out what characters are and what different ones can do, not to mention what towers do. It gets even worse later as giving advice to people who are already playing ranked tilts the fuck out of people.

In my experience, Riot considers out-of-game chat to be "opt-in" and are generally less aggressive about policing it. That said, the obvious solution seems to be to block them, put in a support ticket and perhaps use more consideration when accepting friend requests.

Happens. Only time I've done something similar is when my keyboard stopped functioning in normals. One person in particular was complaining about me just farming and being useless (because I couldn't use spells) so I messaged them as soon as the problem was fixed, explaining my failure. It's kind of the only way to send a message across :/

I think the only way anyone is ever going to get Riot to address anything in these matters is to take their Caster Desk, reset all of their MMR, and have them play through the new system.

Outside of that, they will just do what so many others do and just hide behind a tier and say that there are no problems viable from that awesome vantage point.
