Expect shit to be talked after game if they take their time to add you, lol. Don't accept the request?
In my experience, Riot considers out-of-game chat to be "opt-in" and are generally less aggressive about policing it. That said, the obvious solution seems to be to block them, put in a support ticket and perhaps use more consideration when accepting friend requests.
Can everyone complaining about toxicity grow up. Fuckin hell mate just tell him you hope he gets hit by a bus and dies a slow painful death because hes a tumor in the league of legends playerbase.
I think the only way anyone is ever going to get Riot to address anything in these matters is to take their Caster Desk, reset all of their MMR, and have them play through the new system.
Outside of that, they will just do what so many others do and just hide behind a tier and say that there are no problems viable from that awesome vantage point.

Happens. Only time I've done something similar is when my keyboard stopped functioning in normals. One person in particular was complaining about me just farming and being useless (because I couldn't use spells) so I messaged them as soon as the problem was fixed, explaining my failure. It's kind of the only way to send a message across :/
So what? call him a mong and tell him to see a mental institution and call him some other things (i would like to post what i would say, but i dont know if it will sit well with rioters on the boards)
