You chat restrict me? I defend myself against 3 toxic 3+ man queues and I get the chat restriction? What is this? How about you look at how toxic my teammates were before you chat restrict me for 10 games. Am I supposed to just take it from my toxic teammates and thank them for their toxicity? Once again, the report system fails because multiple man queues can be toxic as much as they want against a solo player.

OH. YOURE RIGHT. Its my fault a 3 man queue decided to report me when 1 player on our team went afk, and they wanted to "play it out". I didn't because it wasn't fun and I get flamed and reported for not having fun playing the game. Makes sense.

It doesn't matter who started it. Retaliation=both you and the instigator(s) getting punished. Next time just defend yourself in a respectful (read: netural or positive) manner or otherwise just mute, report and move on. From the Instant Feedback System FAQ:
WHY WAS I PUNISHED WHEN THE OTHER PERSON WAS WORSE OR STARTED IT! Simply speaking, retaliation is not an acceptable or justifiable behavior. An argument between two players can easily create a negative experience for the rest of the players in the game with you. Regardless of the other player’s actions, this does not justify your own behavior. You alone are responsible for your actions within the game. If you encounter a toxic player like this, the best option is to simply report their behavior and move on.

People aren't punished based on the number of reports, but the severity of their actions instead. All it takes is one report to flag a game for review, which is thrown out if nothing of fault is found.

How do you know they weren't punished? Not getting the notification only means that your report wasn't the back breaking straw. I don't condone that behavior but if they were reported and frequently acted like that afterwards then they should have been punished by now. Remember that while the system isn't perfect and can always improve it still does the job well as evidenced by all the punishment complaint threads here.

Actually, Erdrik is correct here.
A report flags a game for review. They do not establish guilt. The game is then reviewed for harassment, feeding, etc. This is why 'troll reporting' or 'gang reporting' do not work. False or inaccurate reports are thrown out.
You cannot ever be punished for saying nothing .. unless of course it's for something gameplay related like feeding, afking or cheating. But, you can never be punished for offensive language, hate speech or verbal abuse if you said nothing.
I'm happy to shed some light on this.
It only takes 1 report for a game to be reviewed. Punishments (for verbal types) are based entirely on the contents of YOUR chat.
Getting reports beyond 1 does not increase the chance or speed of a game being reviewed. So, the next time you encounter that player spewing off hate speech, just mute them and report them after. There is no reason to ask other players to report them.
Confirmed. Having reports in a game flags a game for review. There is no need for more than a single report. The system also filters out 'troll' or inaccurate reports.

Both parties in the argument get punished. If you got punished first then that simply means that you crossed the line sooner than they did. To quote from Understanding the Tribunal:
