Please read, Riot. Report function/feedback system

I understand that there is a lot going on at Riot, with preseason, alpha/beta clients, reworks, etc., but please, please read this, and take it to heart.

Are there any incoming or in-progress changes coming to the report/disciplinary system? I am so upset at the way I have been treated recently in games, and it's not a standalone occurrence. It happens frequently, where I'm forced to listen to people rage and complain, insult others or myself, feed or go afk, or troll in retaliation because (like in my latest instance, in a One-for-all) they didn't get to play the champ they wanted. I report them when it's an over-the-top case, but nothing is done. I feel so defeated. I take your surveys, I watch your forums and boards, and all that's ever come of it is "just keep reporting, guys!". Well, it's been more than a year, and I've been reporting. I have a green teamwork badge; I get a "friendly" or "teamwork" or "honorable opponent" honor for nearly every match. I'm not a troll, I have fun and I play with the team in mind.

This game that I dump hours of my life into each week, sometimes each day, I can't even ask my friends to play and share with me because it's so toxic. My daughter is interested in playing, but I will never let her near it so long as it stays the way it is. It shouldn't be this way. I should be able to share something I'm passionate about, something I invest hours of my life into.

Please, please, PLEASE put effort into the report/punishment system. I know League is a business, and business is booming the way it is. But, I buy skins and champs and invest money in your company too, and if I could dictate how that money is spent when it reaches your bank account, it would be to make League and the Rift a healthier place to be. I shouldn't feel miserable when I shut my computer down because of the way someone spoke to me, and I shouldn't feel so hopeless because nothing will be done about it. No one should have to deal with people being so horrible, but we do, and they can continue to be horrible because the report function/tribunal (if it exists) simply doesn't work. YOU can fix that, not just for me, but for others as well. Would it be an easy fix? Probably not. Would people be displeased? Most likely. Would the people who are displeased be the ones who need to adjust their behavior? Yes. And, to be a bit more frank, this is what we pay you for.

I would love for the Rift to be a place I could share with my friends. At the very least, I would love it to be a place where I could play games with people who aren't capable of showing how big of a jerk they can be, and get away with it. Please.
