What do we do about the people that "afk" but stay at the game? The ones that in their massive wisdom decide the game is "over" and afk in base but stick around to clear there afk warning when ever they get it. Do reporting this people afk even do anything?
You do not need to be physically disconnected from the match in order to get caught by Leaverbuster. Players who idle in game, moving around just enough to avoid the auto disconnect, DO get flagged as AFK by Leaverbuster, and if they do it often enough they will receive a Low Priority Queue punishment.
LeaverBuster is a system we have implemented in order to discourage Summoners from repeatedly leaving matches and/or idling during gameplay. Summoners who exhibit this behavior and have a trend of leaving/idling in games will be placed in a low priority queue.

They still get tagged as afk. The actual warning pop-up comes up as a last resort.
If they don't do any damage for several straight minutes they're clearly not participating.
