How can I tell if a player is either scripting or botting?

I had a few games where either a player was pretty hard to beat or another player kept running into the enemy team continuously. Some of my teammates claimed the enemy was scripting, where he uses different types of code for an advantage. Some other games (mostly in the Twisted Treeline in this case) seemed to have seemingly unskilled players keep feeding non stop and they never spoke or pinged throughout the entire match (in this case potential botting, where a third party program plays the game for you).

So I was wondering how I can tell a player is indeed scripting or botting so I can act accordingly.

(I apologize if this is in the wrong catagory.)

Well, it's pretty hard for us as players, with our limited information, to determine that. The best thing to do is report them under the appropriate option(s) and let Riot review it. You won't be punished for reporting them, even if you were wrong.

It is pretty hard to determine. Are you bad and just missing skill shots? Or is this guy dodging literally everything? Some tell-tale signs are them dodging most or all skill shots, and dodging things from the fog of war. But like Cherbear said, it's tough to determine.

One sign is that they move before you hit your skill shot. If they move first before you even think about hitting your skill shot then they are most likely scripting. No single player can dodge every single skill shot, so if they do get hit by skill shots they might not be scripting. A script will hit a skill shot in the direction of where your mouse is, so when you flash they will hit you. If you pay attention to their laning phase you could determine if they are scripting, if you believe so, feel free to report and have Riot take a look. Cheating is a serious offense and they will be punished accordingly.

I can tell if they're scripting if they beat me. Even if they're fed and I'm not.

I'm the ultimate greatest best at the game so if anyone beats me they're obviously scripting cause they just can't even get close to my level.

If you suspect someone is cheating, you can report them and let the system take care of it (for your mental health, DO NOT start stalking them).

I would be very surprise if Rito's cheating detection system is not automatic like LeaveBuster. Rito most likely auto scan every game for 3-rd party cheating program like LeaveBuster whether you report someone or not.
