Does Riot punish people indiscriminately?

It's been a few days where I have had to mute and ignore toxic players. This is becoming more and more frequent. So often that I have started to write paragraphs in my report of these players just so Riot will review chat logs. I have heard everything from, "no one gives a S*** about normals." "Nothing will happen to me." It's becoming more and more frequent as Riot doesn't seem to be taking any action against these players. I have seen so many people who try to win and who genuinely make the game enjoyable banned because a duo bot lane or a group of friends decide to troll and report one person. Is this becoming a trend where riot ignores the cries of the public and indiscriminately punishes players who get stuck with trolls and toxic players?

Yes riot will just ban people, and when they do ban there are no options available. I was reforming but still got permabanned. Their automated system is bad.

No, Riot does not indiscriminately ban players, nor do reports from duos/groups carry double the weight of a single report. It's a common misconception that Riot has addressed many times on the boards, but only a small percentage of the player base actually uses the boards. Reports coming from a duo queued together do not carry the same weight as two different reports made in two different games. The reporting system is specifically adjusted to take that sort of situation into consideration so that it cannot be abused by groups of trolls.

You have to keep in mind that we have no way of knowing which punishment tier a person is at. If they have not been issued a prior punishment, then they would begin at a chat restriction (unless they are punished for one of the infractions that skips tiers). And we cannot see a chat restriction. It can be very frustrating because it looks like trolls and toxic people are being allowed to continue with such behavior without any consequences. It will take Riot some time to weed out all the toxic people, but they are being banned.

Yes, reports from any game mode are reviewed by the IFS. While the chat logs that are shown to players as part of their reform cards are only those from in-game, the system does record both the pre- and post-game lobby chat as well. If something in the chat there is offensive, simply make a note in the text box referencing it, and that particular part of the chat can be reviewed.
