Bad games, bad luck or simply toxic players don't get punished hard enough?

I have been playing this game for some time. I really enjoy usually spending my time on the game but I noticed a small thing which is way more disturbing than any bug in the game, called the trolls. I may not be the best player and I never said so but to always run into these people ruining my game is a bit fustrating.

This last game was the cherry on the top. I was playing "One for all" and we got Kled. I've never played him either so I did not expect anything from it. But that the jungler starts swearing at minute 0 when I nicely ask him to go top because I thought we have no jungler was suprising but would have been still okay. Then 3 people (3!) from my team start running under the tower and keep feeding was a really really interesting game for me.

The saddest part was that this guy was "platinum 5". These people represent the better players at Riot. Maybe keeping it a bit more in control wouldn't be so bad instead of keep throwing new champs ( I love them don't misunderstand me ). Spending a bit more time making a better community? Or maybe just making the report system a bit more efficient? I do not know. I am just sad to see where this community heads to...I guess I am not the only one.
