player behaviour in normal

I havent played this game in 5 years, when i stopped playing i was somewhere around platin. so i just made a new account for fun and it is shocking to see how much people flame. I knew the community was toxic but i didnt imagine it being this bad... Are people not getting banned anymore. Does riot not care because the game is getting old and they dont feel the need to invest into people that take care of reports. And im also wondering if reporting is even doing anything. im lvl 8 now and playing normal. im not even playing ranked and everygame i have atleatst 4 people in both teams that flame or troll HARD. Especially ( and i know some people will find this racist ) the french are aweful these people are just so full of anger and i dont even know why. they flame their entire team every single game even if we are winning and everybody is having fun. im trying my best to mute people or to tell them they do a good job but nobody cares. and its not even the flame there is also the feed, which i dont care cause its normal but i have people that go 0 and 16 and just run into towers and they still wont get banned. Is this only on low levels or is this also the case in ranked because i idont remember the game being this toxic. Now i just tend to mute my entire team and i even have to mute the ennemy team because as soon as you kill someone in a proper 1 vs 1 they write " wtf " " are you serious " " omg you are so lucky you noob " " kys" . Can someone tell me their experience and how you feel ?
