Refund a Portion of LP If Confirmed Troller/Feeder/Hacker?

When you are in a game and someone troll/feeds in your game that is pretty much game right there. It sucks and is very hard to climb that way especially when you are faced with people like this quite often. For example, I am Silver 5 2LP. my MMR is trash, and I am trying to fix it, but having 0 luck. I queued with a friend and I got ADC. Well, my support didn't want to support and demanded to go elsewhere we all politely said we didn't want to give up our positions. We get in the game and I am Corki and he is Veigar... I was csing fine for a moment then he started last hitting the minions. I pinged him to fall back, but he continued to last hit (no relic shield). I typed and asked him kindly to stop, and his response was "Nah", so right there it was safe to say I was not getting farm especially when veigar scales much quicker given his passive. We lost painfully. We reported, but it seems reports do not do much...

A few ways Riot could fix this problem

1.) Honestly, there needs to be a harsher penalty for players like this 2.) If a rioter views the report and sees he was clearly trolling/ feeding they refund a portion of the lost LP given the game did end in a loss. They could have the same rules for the free win system..... the refunds end once you obtain plat I could just be complaining too much but this is a real problem and makes new players like myself want to quit the game altogether.
