Tribunal doesn't work at ALL

Why am i being punished cause i have some fuckin retard in my game feeding more then a buffet, and i call him out on it, i recently had a yorick run it down every lane and i called him out, i got 25 chat restricted games, my last game i had a nidalee try to 1v3-1v4 and i claled her out, i got reported. I think theres gotta be an IQ test for people who wanna play league, cause Honestly its stupid, i had some guy the other day stand behind me as an adc and hes support cause he didnt wanna take damage. Your ranked system doesnt work either. people who join the game and havent done ranked get placed low silver high gold ish, makes it damn near impossible to get out of silver with a retard on the team whos first time ranked they go 0/8 and say its your fault. I'm silver 4 i went 23/4 on vayne and had a 7/7 plat 5 volibear say i didnt help or do anything, "Phunster" and then bitched me out, reported me and cause i called him out on shit, i got 10 restricted games, work on your tribunal riot. Sick of stupid people and then god forbid you call them out, they say to enemy team that its your fault etc. i dont wanna sit here and waste 50 mins of my life cause you can see who the retard is 5 mins in when hes 0/4 already. Cant ff cause him and his duo hit no. Ill start uploading video evidence again if i have to. Already on youtube i had a kogmaw call out where i was in jg at all times, but i got reported and nothing happened to him.
