Describe Reformed for me please.
I got a 25 game restriction back in october 2015... how much longer till i get hextech rewards? october november december january february march. many months

Riot does not have a clear system in place. They do not have a guideline for this reform process, nor will they for a month or two. Unfortunatly, the crafting will go live in other parts of the world WITHOUT this reform system in place. If riot thinks it's got some shit right now about it, it's about to get much worse...
It's because Riot don't plan ahead. They have been talking about monthly player cards for close to a year (or more) now. Where you get a monthly report on how your account is in good/bad standing. At least to give you some kind of idea on where you are, and if you are "reforming" or getting worse.
But like all things, Riot started it (according to Lyte) and then just kinda back burner-ed it. So instead of having it ready for Hextech, it will come out soon(tm). Riot does not do a good job of long term planning/design. Everything either feels rushed (Juggernauts/Fiora rework) or implemented with the idea that they will get around to it some time later (a good amount of the pre-season stuff Riot is still unsure on).
