How Are People Like THIS Still Playing League?

Its the 4th game I do today and I did not found a single game with a flamer in each team until now. I already did banned some people from league before but when compared to then number of people I have reported it seems my actions are futile. Just now I played with a wukong that was flaming me for things I could not help with and the enemy twitch was trash talking at the end of the game I wonder how their mothers let them play this game. In my opinion riot should make a better "checking" team because if this goes on, not only me but everybody will probably get tired of playing versus all this flamers and trollers. Other thing I think riot should consider is increase penalties because a guy that is banned for 5 weeks will just create a new account that can flame again (Destroying new player opportunities) and the flamer won't care if he will lose the 1/100 chance of getting a skin that he likes in hextech chest. Please riot think about this to make a better league

Personally, I think the penalties are somewhat harsh. Players who don't know about Riot's zero tolerance policy can earn a 14 day suspension right away, then any negative behavior will earn a permaban. Competitive games like this can make players hot under the collar at times, so some steaming in the game is understandable. There should be a little leniency, although I think the current system is mostly fair. Mostly.
