Did you have a previous 14-day ban? If so, this is worthy of a permanent ban, yes, because this isn't okay behavior (even if it's not that bad in the big scheme of things), and the 14-day ban is your last chance.

I get that it's frustrating to have an ally you think isn't taking the game seriously, or one who is feeding, or one who is insulting you, or all three. That doesn't make it okay to constantly complain about him, tell him he's feeding, comment on other player's scores negatively, and generally bring down the whole tone of the game.

A month ago i spammed in chat something like 'Report him plz' etc... the guy was feeding

A day later i had chat restriction on my other account, so i think it is punishable

How often do you play? Time passed doesn't matter if you aren't playing games. To go down the punishment you have to play clean games. If last time you played was a year ago, it's no different than playing yesterday if you didn't play any games during that time frame.
