They usually don't undo bans, of any kind. Submit a support ticket, and pray for the best.
If you were banned for toxicity, bans are not typically reversed unless they were applied in error. If you believe this is the case your best option is to contact Riot Support.
If you admit to being toxic occasionally and simply think your punishment was too strict, your best bet is to post your chat logs here so the community can weigh in and Riot gets some insight on our judgement.
I'd recommend posting the chat logs for the game(s) that led up to the ban. Without them it's hard for the community to judge whether your ban was indeed deserving. At the end of the day, it's up to Riot who is banned and who isn't. You're always welcome to submit a ticket to Support, though!
Riot does not remove perma bans from accounts unless the ban was issued in error or the account security was at risk and the ban was a result of them locking the account until you contact support.
If you received a perma ban it likely means that you have already received punishments in the past and have continued to play the game with the same behaviour. In some cases an account can jump to perma ban for extreme cases of toxic behaviour and hate speech. Other then that they have a progression system in place to punish players to break the TOS.
