/All Chat - WHY IS IT A THING?

I'm just a little confused on how the chat restrict system works. It seems like you can get a handful of reports against you and be given chat restrict whether what you said was negative at all. Why do you even have the ALL CHAT feature at all? Maybe you should implement chat restrict on everyone, for all chat. Think about it.. You can only talk to all up to 3 times, every 4 minutes.. THAT would be a good way to cut down people talking in all. I've lost several accounts due to chat restricts in League. You can say "gg ez" at the end of the round and get reported AND IT ACTUALLY COUNTS AGAINST YOU. Don't get me wrong, if someone is just typing nonstop and SWEARING that's one thing; But that still confuses me because there is a MUTE feature.. How about you just remove the Report function all-together as far as "toxic" chat goes? From what I've seen basically talking in all AT ALL is seen as "Toxic" to League players. Think about Console games.. you literally use your voice to talk.. if someone has their tv up too loud you mute them.. On league if someone is annoying you, you take away their ability to play the game correctly? HOW IS THAT FAIR?

There's a reason I've spent 10$ across 3 LoL accounts and ran out to spend 500$ on an xbox the day it came out.. I respect Microsoft more than Riot. Let that sink in.. Microsoft can steal my personal data and spy on me but i feel more comfortable throwing money at them because they don't disable my ability to play and have fun because I was a little loud one round or talked more than I "Should Have".

MAKE THE MUTE FEATURE EASIER TO USE AND GET RID OF REPORTING DUE TO WORDS.

Ps if someone doesn't play/feeds they SHOULD be reported.. but as far as chat goes.. forget about it..... Like I will soon forget about League.
