I'm assuming by "tyler 1 gets reformed" you mean that if he gets unbanned for his improved behavior? While that may be a possibility, he will not get his banned accounts back. He as a player is banned, and if unbanned he'll be allowed to make new ones, but those other accounts are gone for good.

I'm curious. Where do the permabanned accounts go? Do they just litter the system forever?

Riot renames them and sells them to LoLSmurfs. :P

Yeah, every account is permanent unless you specifically request it to be deleted.

Yeah like they said, nothing happens to them. The names actually can't even be used again, they don't open up through the Name Cleanup inactivity.

While it does seem like a waste of space, accounts may be unbanned due to a variety of reasons, such as a change in policy, a mistake that was found, player support makes an exception, or maybe the account was just locked due to a compromise and the owner recovers it. Deleting them destroys any possibility of that, so they don't do it.

You don't get it. No one ever gets their banned account back. You just have to make a new one.

The idea behind a perma-ban is that we want them to stop playing League of Legends. It is a way to remove unwelcome players from the community. We don't want them to make a new account. We certainly don't want to create an incentive to create a new account.

Typically you'll hear from even Riot that they never repeal a legitimate permaban for toxic behavior, but once in a blue moon player support may be sympathetic towards a player that shows genuine reform. The chance is basically zero, but you can still submit a Support Ticket and ask.
