how do you report an elo booster?
a guy just added me to boost bronze by duoing and offered me if i wanted to help but resuming i said no and i left the lobby he insult me and deleted me

You said no and he dleted you. Why press the matter further? Like for real, I don't believe this is about right or wrong you just want to see soneone get in trouble.
I'm not sure that's against the rules. I know he's not allowed to play on your account to boost you, but duoing certainly isn't breaking any rules. Not sure if it's different if he's accepting payment.

Boosting is against the rules. Duoing with someone isn't against the rules, but if a player is going around adding random strangers for the sole purpose of advertising a boosting service, that is more than just a couple friends playing together so one of them can help the other out and it is definitely not allowed. If the guy was asking for payment, either in cash/paypal, or RP, skins, etc., then it's definitely not allowed.
To report something like that, you should take a screenshot of any messages that you have in your client (if you have any messages saved) and send them, along with the player's in-game name to Player Support in a ticket. The last category says "I want to report abusive behavior, cheating or a malicious llink." I would use that one, since boosting is a type of cheating. It undermines the integrity of matchmaking. Support will investigate the ticket and the player's account, and take any action that needs to be taken. Just be aware that they cannot discuss any punishments with you, for privacy reasons, and punishments for boosting are the sort of thing that are done in waves, so if you're the type of player who likes to look that guy up often to see if he's been punished, it could be a few weeks before the next wave of boosting bans goes through if Support deems his account worthy of banning.
