Low priority queue

I have queue dodged twice today one was about 8 hours ago and that was because I was in a game with someone who was 0/10/0 by 20 minutes so after that game was over I reported him then queued up again and was put onto a team with the same person. First of all really riot why would you put me onto the same team again with someone I reported and second of all someone queue dodged and I then I was put onto another team AGAIN with that person then this happened one more time before I finally queue dodged and immediately had to wait 5 minutes before I could join a game. So now 8 hours later I try and play adc and my support wanted to play blitz but blitz got banned and instead of picking any other support champion they locked in miss fortune so I dodged and was put into a 14 min low priority queue. This makes playing league extremely enjoyable, why is it that people get punished for trying to avoid people who will make the game difficult for everyone?
