I was arguing with a player after the game and friended him and he said a very questionable word and I think he should get chat banned for it. I have a screenshot is there any riot email I could send it too.

Hello there any kind of hate speech is not tolerated at all. It was not a good idea to add the person if they were acting that way as they could just flame you in private messages. For sure use the in game reporting system and if they are further harassing you feel free to make a support ticket with the screen shot. Good luck in your games!

That private chat is an opt in experience, and they probably won't punish people based on things said in there. It is a private conversation you chose to have with someone.
