I just got my first punishment ever on that account and I instantly got 2 weeks ban on that account. I agree I was toxic and I blame it on myself, but that's not the point. My other friends who were toxic before got chat restrictions for 10, 25 games and then 2 weeks, after that a permban. Is this intended? Or is the system bugged?
Chat restrictions do exist.
They are the lightest form of penalty. An escalation schedule exists that will increase the severity of penalties for players who constantly get them. However, that does not mean that the first penalty every player gets is a chat restriction.

It is intended. Please do be aware that the next penalty after a 14-day ban, without showing sufficient reform, is a permanent ban.
Chat restrictions still exist. Certainly behaviors, however -- usually intentionally feeding, use of hate speech, or encouragements to self-harm -- typically earn escalated punishments due to the zero tolerance policies Riot has in place for those behaviors.
If you have your chat logs we can help you find the specific bits that might have been an issue in your punishment.
We will all be permabanned eventually. The level of goody-two-shoes required to maintain a "good standing" is far too high for anyone.
1st you get the "You've been acting unsportsmanlike" warning in your client then there are chat restrictions and ultimately ban... Ofc if you tell someone to hurt himself or other severe violations of riot policies those "light" forms of punishments are skipped and it's good to be so
EDIT: Also prolonged queue but i guess that doesn't apply for flaming
You'd have to first prove that these people exist. But assuming they do, the only explanation is that they never enter chat at all. Riot loves it when people never talk to the team.
