Chests are limited to one per champ per season, so if you're just playing the same champs all the time, that's why.
Keys are pretty damn common, not sure what the problem there is.
Were you perhaps punished recently? I think that locks you out of getting Hextech rewards for a while until you've "reformed".
Dont worry about it. I do pvp and win a few and i never get key fragments XD
