Why is there no way to report players in champion select?

I've had to drop out of two ranked games practically back-to-back thanks to trolls being obvious trolls in the champion select.

The first was a guy asking to swap for mid, and then threatening to go Katarina adc if I didn't give it to him. Great, I'll just drop and take the penalty, not that big of a deal. But then the next one I apparently "banned the support's Soraka", ignoring the fact that he didn't pick her and I had no way to read his mind. He proceeds to select my Wukong pick as "support" and then talk trash.

Is there a reliable way to report people who are being obvious trolls in champion select? I feel like people think they can get away with being ass clowns there because they know there isn't as much chance of any repercussion.
