Are Custom skins programs allowed?
i saw on a post that they are allowed,but im not so sure about this i dont want to risk even this account to get banned

Riot does not officially endorse 3rd party software to be used with league, that being said unless it gives you an unfair advantage they aren't going to ban you. There are some prgrams that do customer skins but also do jungle timers and other features and Riot does not approve of those, but just custom skins by themself are fine bc you are the only person that can see them.
Again remember Riot can ban if they want however they have stated that everything is case by case and that custom skins alone aren't their priority for banning. Ive been using custom skins for a while and no one can tell you are using them.
That being said custom skins replace the normal skin files so every time you install one test it out in a custom match before you play it on live, out dated files can have negative effects.
For instance I have a karma skin that applies to her base skin and for whatever reason it makes winter wonder karma the size of a minion so it makes her hard to see when shes on the enemy team.
Another for instance, I had an old hecarim skin where the texture file was so outdated it couldnt load so hecarim became a massive discolord blue square and you couldnt distinguish his hit box and how he was facing.
I reccomend wooxy as the best skin installer, I woukd avoid mklol as that could potentially get you banned.
