Putting a penalty on declining games is ridiculous, when you put a button in a game for it and punish players for using it. I had something that came up a few time while I was In queue, and then I was ready to play, and it made me wait a penalty timer for using an included feature in the client. This isn't dodging, this is meant to be a last-chance tool to back out of a game without repercussions.

your stuff should be done in around 5 mins.
unless yours is so high, which means you dodge alot of queues.

Oh, I was unaware you were one of the game's designers. Are there any other insights to the game's design that you can lay on us?
Joking aside, declining still has an impact on the other players queuing up for a match. I may be mistaken but I think if you have things to do your not suppose to queue up at all.
Basically make sure you have 30-60 minutes of uninterrupted free time before you queue.
I agree this is my 1st day playing just downloaded it and the 1st game after tutorial froze and it even popped up error msg saying restored to earlier version. I was like ummmm ok. Then the next match it was on the % screen for loadinf people for 12 minutes I was at 100% as were 2 others. One person was stuck at 18% as i said for over 12 minutes. So i closed the game. Then I went to play 3rd game and it put me on a 5 minute penalty when i never did what the msg warned me of.
Jeeeez this is not about making sure you're got 30-60 mins of uninterrupted free time... Imagine you all picked your champions, I picked my main Ahri, and then someone dodges, then it insta finds a new game. You've got two possibilities here:
A) You accept the match and 75% my Ahri is banned
B) You decline and suffer a penalty ( if given case scenario happened multiple times )
