Bans irrelevant

Banning a player or chat blocking them doesn't do anything. I know this for a fact. I have 13 level 30 accounts, each with the same champs as the others, and banning one account will do nothing because I can just log onto the others. Riot needs to find a better solution to toxic and hostile players, one that is actually effective against trolls, who do this on a regular basis.
