It's NOT a reson for LPQ

Pretty often in the beginning of ARAM game I wait on recall for extra gold, obviously, to buy start items set that I can't afford with initial 1375 gold - B.F. Sword + boots (1550 + 325 = 1875 gold) or Tear + Catalyst (750 + 1200 = 1950) + sometimes up to 140 gold for health/mana potions. And when I forget to do something like running on the spot or back and forth on the platform, and just standing still (watching gold counter) I get warning message - "You should become active or you gonna be punished blah-blah-blah", I press ok, move champ a couple steps left-right, buy my items when I have enough gold, join my team, we win the game, I play another one and one more... and suddenly find myself in LPQ.

Only AFK-related events during given period were whose warnings I was getting in the beginning of my games. More than, I was only getting first warning, "You should become active or...", I never kept standing with no action after that one, so I wasn't getting 2nd message which is smth like "because of your inactivity the game will now exit". So I guess, thay are the reason for 5 LPQ games punishment... I got it 3 or 4 times for that reason, now I'm always running in microcircles on the platform in the beginning of my ARAMs so your stupid LeaverBuster knows I'm not AFK, butI fracking anyways, isn't it retarded - there was only 1st arning, my team WON over a half of those games, my teammates never reported me for AFK, but that shit still throws me in the Low Priority Queue. Frucking amazing...

As an avid ARAM player, I implore you to never wait for that much gold. You're talking waiting for 750-ish gold, at 44 gold per 10 seconds, and the gold doesn't start accruing until minions spawn at 1:00. That's a total of 3.5-4 minutes that you're leaving your team at a 4v5 disadvantage. IMO, that's just about worthy of an AFK report, even if you're walking in circles in the fountain. I bet you often see a couple allies die and respawn fairly often before you even go out there. In that time, you're missing out on exp, minion gold, possible kill or assist gold, and probably giving the other team gold they shouldn't have because they had a one-man advantage.

It's okay (and often encouraged) to wait for even 100 or so gold after dying if it lets you complete a big item that'll help out once you get there. But at the very start in ARAM, you should always shop and run out to the lane as fast as possible.

There are perfectly good starting item sets for every champion in the game with that 1375 gold.

I suppose it depends on how long you are waiting for your gold to build up. For me, if I'm short <50 I wait. 50>100, it depends on the item. >100, I don't bother. Granted, those are only rough numbers, and I've made exceptions, but the system is designed to notice behavior like running in circles or dancing in addition to 0 input.

I guess i put a lot more emphasis on gaining control of our side brush than you do. I feel like it determines the outcome of the first team fight more often than not.
