No it's not. Lyte has said that they plan to work on the New Tribunal Systems once they got New Champ Select out and running.

Let's be real here, Riot has no concept of time, priority, or sense of what works. So, no. I wouldn't hold my breath, despite empty promises to the contrary, Tribunal is probably not coming back.
