Tribunal system even work?

Okay, does this stupid tribunal even do anything? I feel that the punishment for trolls/ragers/ pple who make this game hell ON PURPOSE should be insta ban. I just played a RANKED game (gold 3ish elo) and this player rages after a mistake, and just runs around in the fountain until we lose. The whole time he cursed at us call us names and made death threats about our families... The kicker is, this was over a week ago. And this player received NO PUNISHMENT, at least none of being banned or muted. WTF is this?! WTF is this system doing and it clearly is NOT WORKING. This player should have been banned perm. So my question is, is there a better way to report and see that he/she is punished? Bc the tribunal system is a complete joke to me

Firstly, AFKing at the fountain is punished by leaver buster.

2ndly, you don't know if they've been punished. The system currently only gives you a punishment notification if the game you reported them was the game that punished them, not while it is building a case against them. Certainly not if they were to be punished in the game(s) after.

The only way to "guess" that someone was banned is to stalk them on sites like op.gg, then you still don't know if they were taking a break or actually banned.

What you currently feel is "I don't see the tribunal working thus it must not do anything", or what Riot calls how the system's visibility is low. Which leads to people think the system is not working. Some people take this as an opportunity to troll (cos they think they system isn't working), some experience these trolls and think they are getting away with being punished (like how you currently are thinking) .

Riot is aware of this problem and working on a fix. But we won't get it until after the new client is up and running smoothly. Hopefully we get something similar to this.

There is no tribunal, it's been gone since Season 5.

Uh actually he wasn't punished by a leave buster bc he NEVER LEFT. He just ran around in the base/fountain area. And 2ndly I do know he wasnt punished. He added me just TO PROVE IT!! And the system is clearly broken. After doing some research only 1 in 3 reports are even reviewed. That's messed up.
