I was in a champ select on my alternate account I was leveling up I saw an Alistar going top lane and I spelled cancer in the chat turns out that all of his friends were queuing with him and the Leona called me a black I told her to stop and that it was actually offensive to me but she then started to call me the n-word with two g's I sent a report but I don't think she got punished for it in any way please help.

Send a ticket to riot staff if it had bothered you that much. Additionally, if you manage to get screenshots, that helps, but the staff should have access to chat logs so they can see what went down. (Also, upvoted/bumped)[slayer-jinx-catface]

As long as you submitted a report at the end of the match, in the post-game lobby, that is all you needed to do. The Instant Feedback System automatically reviews every report that is submitted, and if you reported her for hate speech, then it flagged her account. You may not have been sent the pop-up alert, as only the last player who submits a report gets those (so if someone else in the match reported her, they may have gotten it instead of you), but that doesn't mean that she wasn't given a punishment. She may have been issued an immediate chat restriction, in which case you would have no way to tell if she was punished. Or, if she had a very clean record, and hasn't had any prior reports, it's possible, but unlikely, that the system decided not to punish her for this one instance.

While you do have the option to submit reports via a ticket to Player Support, that should never be the primary method of reporting players. It's always best to use the IFS, as it's a much faster and more efficient method, and it stores all viable reports immediately to that player's account. If you do submit a report via ticket, just be aware that Support will thank you for the ticket, and will tell you that they are not allowed to discuss any details of potential punishments with you, out of respect for that player's privacy. That's just standard procedure, as they never discuss another player's details with us for safety/respect. It does not mean that they aren't going to do anything about it! They do look into all reports that are submitted to them. Manual reports do tend to take a while longer to be reviewed though. I actually have one right now that I had to submit through a ticket because a player in one of my accounts' ranked leagues has a screen name that is two racial slurs (one of them a version of the n-word). It's been a while since I sent it in, and while I had an immediate response from Support, the player's name hasn't changed. It just takes a little longer for things to get done when you go through people rather than the IFS. Just try to keep that in mind if you do decide to submit a ticket report.
