Yes. Go read the Universal Rules under the section "Naming and Shaming".

I mean you could black out his name. But it would be better to send this as a support ticket. It would help Riot to hopefully get people like him to get ban!

just tell people to refer to your matches played specify what champ it was on what team ad then say what a P.O.S they are people curious will go look and your post will be safe!

Just post thier account info on Reddit and not the official forums... XD but yeah you can always send screencaps and such in suport tickets for proof of summoner code violations.
