Why do you guys not ban someone who is being VERY Toxic and salty to almost anything someone does. I just played a game and my team lost a team fight while I was pushing and then they said I threw the game and lost it for us and they were ALL calling me names but and were beyond rude the entire game and it really made me mad because every time time this happens no one gets banned and it just doesn't make sense. Please try to do better.... even when I report they don't get banned.

hello.

the system only punish continued bad behavior, rarely do anyone get a punishment for one game and if they do then it need to be very seriously.

mute/report and move on is the best way to handle the situration

Punishments are generally given when a player exhibits negative behavior across multiple games, not just from a single game. Because of this, when you report someone, they may not be punished straight away as they may not act like that very frequently.

If someone doesn't get punished immediately after you report them, that doesn't mean that they won't be punished in the future, and if they continue that same behavior, then your report will definitely help in getting them punished.

it's not that no one gets banned, it's more like you don't get to see who gets banned.

The visibility on the current behavioral system can use an improvement and Riot is working on it. Though you won't get to see it until after the new client is up and running smoothly.

With so many players, it's gonna be rare that your report gets a specific person punished. Everytime you encounter a toxic player, it's likely that it's your first encounter with that specific individual... but since you run into them all the time it seems like they never get punished, because the player base is so huge. It is ridiculous though how touchy people are in this game.
