Toxic Summoners

I was playing a casual game this morning and one of my team mates, a nocturne, begins to get very toxic when i start losing my lane. Sometimes i understand being a little angry or something but telling me that I cut myself repeatedly is not the way to treat a person in game or at all. Personally I want him to be punished as he made my experience very frustrating and I don't want other people to have to go through the same. I don't seam to be able to attach a picture to this discussion but I still have it if needed. His summoner name is "Tundreh" and I hope someone can get this resolved, thank you.
