More penalties for negative players???

It seems like every game there is that one toxic player... I personally have learned to keep my composure in game regardless of how bad things might be going. I firmly believe that keeping a positive attitude is just as important as other aspects like mechanics etc... However, when 1 player starts talking negative in chat it seems like it just spreads to the whole team and ends up tilting other players on my team. I usually try to say a few kind words of encouragement to the players doing bad, but it just happens so often I feel like there should be more punishment for negatively affecting your team by your behavior in game. I've been following League for years now and this isn't an issue relating to elo, but it does seem to happen much more in the lower elos where I am currently playing. Rito plz punish the cancerous players!!!!
