i have a question and need ehlp with it.
under what grounds can a unskilled player "Hire(pay or gift items)" a another player to rank him up, under the rules of riot? I am not asking for a rank up. just wanting to know.

Well, you can duo queue with anyone up to 1 tier higher than you.
As for someone else playing your account, it's against the Terms of Use under any circumstance and you will lose your account.
If by "rank him up" you mean "play on his account", then that is Elo Boosting and it is a violation of ToS and you can get banned.
If you mean someone coaching you or queuing up with you, that's kosher.
