This is ironic considering you had already given up and decided to just abandon your team just because the beginning of the game didn't go your way.
Conclusion:
When things don't go your way you seem to resort to harassment, report calling and team abandonment (i.e. the afk farming and the almost immediate "surrender at 20" comment). This lasts throughout the whole entire game. None of these are acceptable and are why you got punished.
Advice:
- While having an AFK on the team is always annoying to deal with, giving up immediately when one appears can often do more harm than good. At least try your best and make the effort to play the game rather than giving up right away.
- Don't call for reports, ever, as it's considered harassment. If you need to report someone just do so after the game. One report is as good as three are, meaning that additional reports won't increase the time it takes for a case to get reviewed.
- Wishing harm on someone and harassment are both big no-nos. If you're frustrated take it out on a pillow or something rather than venting it out in the in-game chat. The reason so many people get punished for verbal abuse and harassment is because they feel the need to verbally abuse and harass someone via the in-game chat. You can't get punished if you don't do anything in the game or say anything in the chat that you know is against the rules and will get you punished.
My verdict: Punish.
Additional Notes:
- Unless the case in question is extremely bad (i.e. death threats, racist comments, etc.) you aren't punished for just one game alone. You are punished for showing consistent negative behavior across multiple games.
- Reform cards never show all reported games and are meant to be an example of the kind of behavior that got you punished in the first place.
- Cases can be escalated immediately to 2-week or permaban status if the behavior shown in them is severe enough.
- Permabans are handed out if the person in question has not changed their behavior after 35 games worth of chat restrictions and a 2-week ban.
- All permabans are reviewed by a Riot employee directly, and are only handed out if the reviewer after doing a full account review feels that the person in question has no interest or intention on reforming.
